To comment, open the comment view (also known as your File Preview). If the song you want to comment on is currently playing, just click on it's title in the Now Playing bar.
You can also open the File Preview for tracks that aren't currently playing. This looks a little different between your ProjectFiles and from a Player.
To open the Preview for a File in your project, simply click on the file itself. If there are already comments on the file you can click on that "wafer" as well.
